Norfolk County Council Selects Stellent Universal Content Management to Provide Citizens with Information Online
Stellent, Ltd., the London-based subsidiary of Stellent, Inc.(Nasdaq:STEL), a global provider of content management solutions, announced today that Norfolk County Council has successfully deployedthe Stellent(R) Universal Content Management(TM) system to managecontent on the county's public Web site. The ever-increasing amount ofcontent generated by the council, coupled with residents' overwhelmingdemand to access information online, required a flexible, scalable andeasy-to-use content management solution. Stellent's universal platformenables individual, non-technical content owners within the council tomake information readily available online, so the public can accessmore timely and accurate information.
Putting control into the hands of content owners providesadditional benefits. Less staff time is required to uploadinformation, which provides significant cost savings. Additionally,Stellent's universal platform has consolidated all of the council'scontent into one repository, which requires minimal IT support; thesystem solely relies on the content owners for information creationand maintenance, and uses a non-technical workflow system for qualityassurance and consistency. End users are privy to a uniform experiencewhen browsing and downloading information, which is a major factor inimproving customer service. An additional benefit for Norfolk CountyCouncil is the ability to build new Web sites using the same contentrepository.
The Web is one of three ways for residents to obtain localinformation, make inquiries and undertake general administration. Lastmonth, more than 45,000 residents visited Norfolk County Council's Website, which complements the other channels - six face-to-face CouncilInformation Centres and the Customer Service Centre - used by Norfolkresidents to obtain information. To ensure citizens receive the sameinformation regardless of the method by which they contact thecouncil, staff in the Council Information Centres and Customer ServiceCentre also use the Web site as a key information source.
Louise Metz, corporate Web manager at Norfolk County Council, said, "Stellent's technology is proving to be a robust and scalablesolution to our content management needs. The public's increasedaccessibility to the Internet has enabled us to communicate withresidents quickly and effectively.
"End users are not the only ones finding the system easy to use.Content managers simply upload information by dragging and droppingfiles into a desktop icon, which triggers a real-time approvalprocess. As this approach is so simple and efficient, there was noneed for any formal training - which is a huge cost saver."
David Macey, executive vice president of international sales forStellent, commented, "Having Stellent's universal platform as thebasis of Norfolk County Council's content management solution ensuresthere is great transparency in obtaining, collating, maintaining anddelivering content. The flexibility of this approach is beneficial notonly because of the pressures exerted from regulatory bodies, but alsobecause of the huge amounts of data organisations continuallygenerate."
Having undertaken an internal analysis of its needs, NorfolkCounty Council went through the formal process of issuing a requestfor information to SCAT-listed vendors (the government'scatalogue-based procurement scheme for public sector organisations).Based on an impartial points assessment, Stellent was selected as thevendor providing the technology best suited to meet Norfolk CountyCouncil's needs.
