Commonwealth Telephone Company Achieves Lowest Justified Complaint Rate in Annual Pennsylvania PUC Report for Eighth Consecutive Year

Commonwealth Telephone Company, a business unit ofDallas, PA-based Commonwealth Telephone Enterprises, Inc. ("CTE")(Nasdaq:CTCO), announced today that it had again achieved the lowestjustified complaint rate in the Pennsylvania Public UtilityCommission's ("PUC") recently released 2004 annual report, "UtilityConsumer Activities Report and Evaluation." Commonwealth TelephoneCompany has achieved the lowest level of justified complaints in thisannual PUC report for eight consecutive years, and fourteen of thelast sixteen years.

The PUC annual report details the justified complaint rate ofPennsylvania's five largest local exchange carriers, as well as thestate's two largest competitive local exchange carriers. The PUC's2004 annual report compared Commonwealth Telephone Company's resultsversus Alltel Pennsylvania, Inc., United Telephone Company ofPennsylvania d/b/a Sprint, Verizon North, Inc. (formerly GTE North,Inc.), and Verizon Pennsylvania, Inc. (formerly BellAtlantic-Pennsylvania, Inc.), as well as the competitive localexchange carriers MCImetro Access Transmission Services, LLC (MCILocal), and Comcast Phone of Pennsylvania, LLC d/b/a Comcast DigitalPhone.

The Pennsylvania PUC annually produces this report, which measurescustomer service performance by all major utilities - includingelectrical, gas, water and telephone - in an effort to informconsumers on how well utilities are meeting their needs. Utilityperformance is based on residential consumer complaint rates, responsetime to these complaints, and other measurements.
