New York, January 28, 2013 -- The headline was corrected to reflect the fact that the negative outlook has been removed. The text was also corrected. The opinion sentence should now read: "Moody's Investors Service has downgraded to A1 from Aa3 the rating for the City of Defiance's (OH) $12.1 million outstanding general obligation debt and removed the negative outlook."
