Entrust Executive Urges Congress to Enact Data Security Legislation
Entrust, Inc. (NASDAQ:ENTU), a world leader in securing digitalidentities and information, today announced that Vice President ofGovernment Affairs Daniel Burton testified on pending data securitylegislation before the U.S. House Energy and Commerce CommitteeSubcommittee on Commerce, Trade and Consumer Protection. Thirty-fivestates have introduced data breach legislation and eighteen stateshave passed breach notification laws.
"It is time for Congress to act," said Burton. "Congress shouldencourage a program of security management that balances the need toprotect personal information and notify consumers in the event of abreach with the need to grow the digital economy and encourageinnovative technology solutions," Burton added.
In the wake of numerous high-profile security breaches, Burtonpraised several provisions outlined in a draft bill currently beingtaken up by the committee. Among them, the importance of focusing oncomputerized data theft, covering all persons who hold personal data,and encouraging comprehensive information policies and procedures.
To complement existing provisions in the draft bill, Burton calledon the committee to implement language encouraging the activeengagement of executive management.
"Congress must realize that securing digital information is notsimply a technical challenge, but one that begins with managementembracing its responsibility to protect data in the first place,"Burton testified.
Burton also cited the need to create an exemption for encrypteddata, as well as adopt a definition for encryption, similar toprovisions already included in data breach legislation passed ineighteen states.
"These additional suggestions will better protect data, harmonizethe Federal plan with laws that have been adopted by eighteen states,and help show organizations how to secure the personal information intheir possession," Burton said. "By including language that encouragesorganizations to consider information security at the highest levelsof management, Congress can encourage appropriate data securitypractices at all levels of an organization. And by including languagethat encourages the use of encryption and defines it, Congress cancreate a formidable second line of defense against thieves andhackers," Burton concluded.
