Cybercom Helps Speed up Digitisation of Finnish Public Services

Cybercom (STO:CYBE) was trusted to implement the Finnish government's e-identification management services and the management of roles and authorisation rights related to it. The estimated total value of this transaction is EUR 2-2.5 million and the assignment runs over year 2015 - 2017

Electronic services require secure electronic identity of the people using the services Finland's e-identification infrastructure will be renewed. The public administration needs a uniform and cost-efficient method for identifying the users of electronic services with strong authentication methods. Currently available strong authentication methods include ID cards, the TUPAS identification service used by banks and the operators' mobile certificates.

”In the future, there will be more and stronger authentication methods available. They will be produced on the basis of the market needs by a trusted network of authentication service providers based on a legislative proposal that has been submitted to the parliament for handling,” says director Janne Viskari from the Population Register Centre.

Thus, digitisation of Finnish public sector services proceeds. The objective of digitisation is to make it simpler and easier for citizens to contact with companies, associations and authorities electronically. From now on, development of e-identification will speed up. After a tender process, the Population Register Centre selected the IT consulting company Cybercom to implement the public administration's e-identification service. Cybercom will design and implement the digital service solutions, and will subsequently develop and maintain them.

One possible new identification method could be remotely readable IDs.

"The starting point is that people will be able to use a number of identification methods in the future as well. The most important thing is that the identification method feels familiar and safe to the users. To ensure this, we are designing and implementing a flexible solution,” says director Timo Laaksonen from Cybercom.

In the future Finland must have e-identification methods that are compatible with other EU countries and meet the EU's quality and security regulations.

Easy to use and original

In addition to the public administration's e-identification management services, Cybercom is, as communicated earlier, also implementing a service view that combines all public administration services into one easy-to-use service. Users who have been identified with a strong authentication method can view their register information, including tax, vehicle and property information in their own view.

The citizens can also receive reminders and notifications about, for example, the end of the tax proposal checking period or a new benefit decision. Services from different companies can also be included in the service.

The service view can be customised on both computer and mobile device screens.

Digital service infrastructure

  • The Finnish government wants a national e-identification system with up-to-date services that are secure and easy to use.
  • The new law on e-identification and electronic signatures comes into effect on 1 January 2016. 
  • The digital service architecture has been dubbed the "national architecture for digital services”. The part of the service most visible to citizens is the service view, which users can customise to suit their individual needs. 
  • A data exchange layer, service views, identification, and management of roles and authorisation rights will be built for the unit. 
  • As communicated in December 2014, the Population Register Centre selected Cybercom to implement the service views. The estimated total value of the transaction is EUR 2.2–2.75 million. 
  • In addition, Cybercom will also implement the government's e-identification management services and the management of roles and authorisation rights related to it. The estimated total value of this transaction is EUR 2-2.5 million.
