Cablevision Elevates Lisa Rosenblum to Executive Vice President, Government and Public Affairs

Cablevision Systems Corporation (NYSE: CVC) today announced that Lisa Rosenblum has been named executive vice president, government and public affairs. In this new position, Ms. Rosenblum will continue to serve as Cablevision’s chief government affairs executive and strategist overseeing all legislative, regulatory and public affairs matters companywide. Ms. Rosenblum reports to Cablevision Chief Operating Officer Tom Rutledge.

As executive vice president, Ms. Rosenblum is responsible for directing Cablevision’s local, state and federal government relations as well as all legislative, regulatory and policy matters for the company’s business units. This includes Cablevision’s Optimum-branded digital video, voice and high-speed Internet services; its Optimum Lightpath commercial telecommunications services; the Rainbow Media national cable networks; Clearview Cinemas; and the company’s local media and programming assets, which consist of Newsday Media Group, News 12 Networks and MSG Varsity.

In addition, Ms. Rosenblum oversees Cablevision’s nationally recognized education initiative, Power to Learn. Using the company's state-of-the-art technology and resources, Power to Learn's "Triple Play for Education" provides all K-12 schools in the communities Cablevision serves with free access to a full suite of digital video, voice and high-speed Internet services, as well as innovative online content. Today, more than 4,000 schools within the tri-state area participate in this initiative.

Ms. Rosenblum joined Cablevision in 1996 as senior vice president of regulatory and legal affairs, focusing on the regulatory framework to facilitate entry into the business and residential telephone and data market. More recently, as senior vice president of government and education, she has been responsible for overseeing legislative and regulatory strategy development and advocacy for Cablevision’s businesses; local franchising efforts; administration of the company's political action committees and contribution strategy; and the Power to Learn program. She has directed the company's relations with local, state and federal government on a myriad of issues, and has lead Cablevision's governmental efforts to ensure a level playing field for its telecommunications services, including WiFi. Ms. Rosenblum also coordinated government relations for Madison Square Garden and its businesses until the recent spin off of the company on February 9.

Prior to joining Cablevision, Ms. Rosenblum served as commissioner and deputy chair of the New York Public Service Commission (NY PSC), focusing on telecommunications and competitive policies. During her tenure as commissioner, Ms. Rosenblum served as chair of the Communications Committee of the National Association of Regulatory Utility Commissioners (NARUC). In this capacity, she represented the interests of state commissioners before Congress and the FCC, and led the states’ efforts on the Telecommunications Act in 1996. In addition, Ms. Rosenblum served as an advisor on telecommunications policy in the Czech Republic and Poland as part of a state department delegation; as a contributor to the 1994 National Governor’s Association Report on telecommunications; and as an editor and coordinator of the Governor’s "New York Telecommunications Exchange Report” in 1993.

Appointed by the chairman of the Federal Communications Commission, Ms. Rosenblum served as first chair and a member of the board of directors of the Universal Service Administrative Company, which supports the deployment of telecommunications services across the nation. She also served as chair of the Cable Telecommunications Association of New York, when the industry successfully maintained a level playing field regime in the State. Prior to serving on the NY PSC, Ms. Rosenblum was assistant counsel to former New York State Governor Hugh L. Carey and was responsible for coordinating the legislative agendas of several organizations, including the NY PSC, New York Power Authority, and the New York State Energy Research and Development Authority. Before joining the Governor’s Counsel’s office, Ms. Rosenblum was an associate at the law firm of Webster and Sheffield, and clerked for Judge T.F. Gilroy Daly of the U.S. District Court in Connecticut.

In 2000, Ms. Rosenblum received the NCAA Silver Anniversary Award in recognition of her athletic achievement as captain and number one player of the women’s tennis team at Yale University as well as her contribution to the community after graduation.

Ms. Rosenblum holds a J.D. from the Connecticut School of Law and a B.A., cum laude, from Yale University.
