New York, January 28, 2016 -- The economy for the State of Texas (Aaa stable) has been resilient amid the prolonged decline in oil prices. However, the sinking energy market is exacerbating budgetary pressures at the state level and in particular for local governments in the Eagle Ford and Permian basins, Moody's Investors Services says in two new reports.
